What is the Small-scale Renewable Energy Scheme (SRES)?
The Small-scale Renewable Energy Scheme (SRES) is administered by the Clean Energy Regulator (Australian Government). Under the scheme, householders and small businesses receive tradable small-scale technology certificates (STCs) when they purchase an “eligible small-scale renewable energy system,” such as a solar water heater or air source heat pump.
STCs can be traded or assigned to a registered environmental trader for a cash payment – offsetting the cost of a new solar water heater or air source heat pump. A single STC represents 1 megawatt hour (MWh) of generated or displaced renewable electricity. The cash value of a specific STC is determined by factors such as geographical location, system output, and installation date.

What is the Sustainable Household Scheme?
The Sustainable Household Scheme is an ACT Government initiative that provides eligible homeowners and community groups with a zero-interest loan of up to $15,000 to purchase “energy-efficient products,” including hot water heat pumps (HWHPs). The scheme is run in partnership with Brighte – “Australia’s leader in solar (and sustainability) finance.”
General Guidelines*
- Brighte’s normal lending criteria applies to applicants.
- Applications are only accepted from homeowners and community groups.
- Loan amounts range from $2,000 to $15,000.
- There are no establishment and account-keeping fees; however, late fees may apply.
- Applicants may have up to 10 years to repay the loan (the term is determined ultimately by Brighte).
- The loan can be paid out early.

Recipients of the Sustainable Household Scheme can also access the Home Energy Support Program (see information below). As an eco-friendly Canberra plumber, Kennedy Plumbing & Gas is an approved supplier (Category B) for the Sustainable Household Scheme in the ACT.

Home Energy Support Program
The Home Energy Support Program is another ACT Government environmental initiative. It provides eligible pensioners in the ACT with a rebate (Rebate B) of up to $2,500 on a new hot water heat pump (HWHP).* Eligible applicants must meet the general criteria** outlined below:-
- Be an ACT resident.
- Own and occupy their home.
- Possess an Australian Government Pensioner Concession Card or a Department of Veterans’ Affairs Gold Card.
* “Eligible homeowners can access one rebate of 50% of the total installation price, up to a maximum rebate of $2,500, for a hot water heat pump (HWHP).”
